Télé Bruxelles: StudioLive Who's Who's Land — Henri Simons and Carl De Moncharline

In 2001, Télé Bruxelles (Jean-Christophe Pesesse) reported on the dispute between Carl De Moncharline (Who's Who's Land) and Alderman Henri Simons over the new environmental permit (opening hours, soundproofing). The court ultimately upheld the City's permit. The report gives voice to both sides. Context: Simons was president of the NPO running RECYCL'AR (NPO no. 0462.375.838), a competing venue 100m away. This dual role is officially documented in public records, raising impartiality questions at the time. These struggles led to legal changes: in 2026, Brussels passed the agent of change ordinance to protect nightlife venues. Soundproofing duties now fall on the newcomer (developer or resident), preventing historical venues from closing. Original 2001 broadcast.
